
The ESDC, in cooperation with CEIDA, successfully organised the ‘Cyber Diplomacy Advanced’ course, held in Rome, Italy, from 18 to 20 June 2025, just a few days before the first European Public Diplomacy Week.
In today’s interconnected world, cyber diplomacy has become a vital arena for statecraft and security. The rapid pace of digital transformation has revolutionised communication while increasing vulnerabilities that cross borders. Governments are strengthening measures to protect sensitive data and critical infrastructures against sophisticated cyber threats.
This specific advanced cyber course addressed these challenges by exploring policy frameworks, risk management strategies, and the legal aspects of cybersecurity. Participants gained valuable insights into the complexities of digital sovereignty and the need to align national safeguards with emerging technologies.
The programme addressed key cyber diplomacy stakeholders, legal frameworks, geopolitical challenges, capacity-building for strategic planning, and real-world case studies to promote effective cyber defence discussions, giving participants the opportunity to work in teams.
The course convened a diverse group of diplomatic, military, police, and civilian specialists from the EU’s Ministries of Foreign Affairs, Ministries of Defence, EU bodies, Permanent Representations, and academia, who actively participated in discussions and exercises focused on practical diplomatic responses to cyber challenges.
