The European Security and Defence College (ESDC) operates as a network, uniting civilian and military training providers such as institutes, colleges, academies, universities, and centres of excellence from EU Member States and beyond. This collaborative structure allows the ESDC to pool resources and expertise across the Union to address evolving global security challenges effectively.

Becoming a Network Member 

(for institutions in Member States)

Training institutions from EU Member States can apply to become network members by submitting a letter of intent, signed by the Head of the institution, to the Head of the ESDC through their Permanent Representation to the EU (PermRep). The Steering Committee is responsible for approving and formalising arrangements for network membership.

As network members, institutions contribute to the pooling and sharing of training resources, the implementation of activities aligned with Common Security and Defence Policy (CSDP) objectives, and the development of EU-wide security and defence education initiatives.

Becoming a Associate Network Partner

(for institutions in third countries, candidate countries, International Organisations, etc.)

Institutions from third countries, candidate countries, etc. (non-EU states) and international organisations can apply for the status of Associate Network Partner (ANP). This status allows them to share expertise and participate in ESDC training activities, albeit with a more limited role compared to full network members.

To apply, third-country institutions must send a letter of intent, signed by a representative of the institution, to the Head of the ESDC through their national mission to the EU. The proposal must align with the EU’s institutional framework and CSDP objectives. The Steering Committee oversees and agrees on the arrangements for associate network partnerships.

Governance

The Executive Academic Board (EAB) represents the network, providing academic advice and ensuring the quality and coherence of ESDC training activities. Network members are encouraged to propose training initiatives and collaborate on the development of common training standards, ensuring high-quality and comprehensive programmes.
